Most of what people call a gate problem is actually an access-control problem. The gate and the operator are fine; what has failed is the keypad, the intercom, the receiver, the telephone-entry unit, or a buried loop. This is its own discipline — low-voltage wiring, long cable runs, directories and access codes, and increasingly cellular units that replaced the copper phone lines these systems were designed around. It is also where the Houston-specific damage shows up: buried loops sit in the part of the driveway that floods and that shifting clay pulls apart, and every low-voltage run to a keypad is a surge path during storm season. We diagnose the access-control side properly rather than replacing an operator that was never the problem.

A loop is a coil of wire cut into the driveway and sealed, wired to a detector that senses the metal mass of a vehicle. Gates use loops to open for exiting traffic and, more importantly, as a safety input that stops the gate closing on a car. In this metro they sit in the one part of the property that floods, that shifting clay pulls apart at the saw cut, and that gets trenched through by utility work. A failed loop is the single most common reason a gate will open but flatly refuse to close.
Telephone entry systems were designed around analog copper lines, and those have largely been retired or converted. The result is a unit that is not broken but can no longer dial reliably: intermittent failed calls, or audio that works in only one direction. Swapping the entry panel does nothing, because the panel was never the fault. A cellular module gives the system its own connection and is usually the actual fix.
For HOA and apartment properties the ongoing work is administrative as much as technical: adding and removing residents, reissuing codes, cards, fobs and windshield transponders, and revoking credentials when someone moves out. The single most useful arrangement is separating vendor access from resident access — landscapers, pool services and couriers on their own credentials that can be changed without touching a single resident. Properties that share one code with everybody eventually cannot change it, because too many people depend on it.
How long does it take? Keypad, receiver and remote work is usually 1–2 hours. Telephone-entry programming and directory work depends on how many residents are in the system. A cut or failed buried loop means saw-cutting and re-laying, which is most of a day.
